With ref: to my desp. No 32 of the 1st inst: I have the honour to inclose herewith to Y.L. a copy of a Note which I have addressed to the Prince & Ministers of the Tsungli Yamen requesting that instructions be sent to the local officials on the coast of China to warn them that Hongkong being British territory an evasion of its jurisdiction must be carefully guarded against in the future, so as to prevent a recurrence of the incidents.
